Reports: Monitoring Performance

The graphs indicate the percentage of resources being used on a given day. If you see a large percentage of resources being used, it may mean that the machine does not have the power to adequately support the workload and it may be good to think about replacing it. 

The resources include memory (RAM), CPU power and disk usage. (Disk usage is a message of how much the disk is being accessed or is "spinning".) 

The graphs are a very rough illustration of resource usage. When usage is low, it may appear on the graphs that there is zero usage. Unless you (or we) see a high percentage of usage, I would not be concerned about this nor take this as a measure of whether the machine is turned on or not. That's what the LifeCycle column called "Online Within Last 30 Days" is for.
