Qualified Small Employer Health Reimbursement Account (QSE-HRA)

Eligibility and General Information

After 90 days of employment, an employee who works at least 25 hours per week is entitled to participate in our HRA.

All claims for reimbursement must be filed with the Benefit Administrator no later than 90 days after the end of the Plan Year. The Plan Year is the calendar year.

Please see the attached plan documents for more details on eligibility, etc. 

For employees who leave the company, claims for reimbursement must be filed with the Benefit Administrator no later than 30 days after the last day of employment. Claims are only eligible for reimbursement if the purchase was made no later than the last day of employment.

Eligible Expenses

Benefits allowed for reimbursement: Medical Premiums, copay, deductible, prescription, coinsurance, OTC & uninsured expenses. Dental expenses. 
Vision expenses are excluded.

Carry Over

Unused funds are not carried over from one year to the next. 

Claims and Reimbursement

Claims are submitted via the web portal.  You can also seek reimbursement through use of  the TASC card, via mobile phone app, or by using paper forms. 

Reimbursement can be credited to your TASC card. You can connect this card to your bank account to receive the reimbursement funds as cash. 

You can the mobile app to transfer funds from the card to your bank account. Once you have your bank set up, go to: 

My Cash (dollar sign)>Transfer Balance.

You must have at least a $25 balance on the card to do the transfer.

Dependents 

To enroll dependents, first add them in the TASC portal. Then tell Roberta so she can call support and enroll them. This is the only way to enroll dependents. 

Support

While TASC does have a ticketing system, it's best to call in and speak to a human. If they ask you to submit a support ticket, you can keep them on the phone while you go through the process to ensure you phrase your request so that the ticketing team will handle it correctly. (The phone reps and the ticket reps are two different teams.)

Sign-Up Instructions

Employees can log into their online portal by using the instructions below.  They will need to sign up first to register and then will have access to their account. 

  1. Go to tasconline.com.   Google Chrome is recommended
  2. Click on the green rectangular button that states Login.  
  3. Click on Individual/Employee under Universal Benefits Account
  4. Click on Sign Up to establish access to your new account
  5. Enter the email that the employer has on your account
  6. Create a new password (1 Uppercase Letter, 1 Lowercase Letter, at least 1 number & 1 Special Character: !  @  #   $  or % )
  7. Click the green “NEXT” button
  8. Check your email for a Verification Code
  9. Enter the Verification Code & click “Verify”
  10. Agree to Terms & Conditions
  11. Enter your last 4 digits of SSN  

  1. QSEHRA on Employee W2 Forms

To generate a report of participants' reimbursements:
In the TASC admin portal, go to Reports> participant balance summary. Refresh screen. Check status column.

Box 12:
  • FF – Permitted benefits under a qualified small employer health insurance reimbursement arrangement. Information only. This amount should be the full benefit permitted, not the amount actually paid. 

QSEHRA in Quickbooks Online

We have an account called Payroll Expenses:Company Contributions:HRA. This is where the company HRA contributions are going. This account should be assigned this account to the funding withdrawals from TASC. 

Annual Plan Renewal

Every year we have to fill out a form to renew the HRA. An email will come to Roberta's inbox when it's time to renew.

Fill out the form online. Then, to upload it, go to the TASC portal. 
Support>Support Requests. 
Create a new request. In the dropdown boxes, choose: 
Benefit Plans>Benefit Plan Administration>Renew my benefit plan with no changes
Upload the PDF.
